  摘要:长江大保护是一个复杂的系统工程,针对长江大保护工作城市水系统复杂多样、参与方众多、工程建设难度大、运维周期长等特点,在分析国内外智慧水务行业现状的基础上,梳理总结智慧水务特征,并从战略、业务、管控3个层面分析长江大保护实施过程中的智慧水务需求,明确智慧水务建设目标,深入剖析长江大保护智慧水务工作中面临的顶层规划缺失、各参与方整合程度低、业务主导能力不足、监测数据质量难以保证、数据孤岛、碎片化管理等问题,并提出对策建议,明确实施路径和预期效益,为探索长江大保护组织、管理和运营的新模式,提升长江大保护项目、运维、调度、绩效全过程的智慧管理水平,最终实现从依靠经验化的管理模式向高效智能的智慧化管理模式转变服务。

  Key problems and countermeasures of smart water from perspective of Yangtze River protection

  Abstract: The Yangtze River protection is a complex system engineering. In view of the characteristics of the Yangtze River protection, such as the complexity and diversity of urban water system, the large number of participants, the difficulty of engineering construction, and the long operation and maintenance cycle, this paper analyzes the current situation of domestic and foreign intelligent water industry, and summarizes the characteristics of intelligent water industry, this paper analyzes the demand for smart water in the implementation process of Yangtze River protection from the three dimensions of strategy, business, management and control, clarifies the construction goal of smart water, deeply analyzes the problems in the work of Yangtze River protection, such as the lack of top-level planning, the low degree of integration of all participants, the lack of business leading ability, the difficulty in ensuring the quality of monitoring data, the isolated data island, and the fragmented management, and puts forward countermeasures and suggestions, in order to explore the “new mode” of organization, management and operation of the Yangtze River protection project, improve the intelligent management level of the whole process of project management, operation and maintenance management, dispatching management and performance management, and finally realize the service transformation from the experience based management mode to the efficient and intelligent intelligent management mode.
