  摘  要:为服务于河湖“清四乱”行动,加强河长对“乱占”问题的管理,以围湖造田和坑塘养殖2种“乱占”现象为研究对象,提出基于综合指数法、灰度共生矩阵及支持向量机等多种方法的“乱占”目标识别机制。运用高分辨率遥感影像,分别使用指数法和灰度共生矩阵提取“乱占”目标的光谱和纹理特征,并在融合光谱与纹理特征的基础上,利用支持向量机进行监督分类,输出混淆矩阵分析分类精度。研究结果表明,该方法应用于围湖造田和坑塘养殖2类“乱占”目标识别效果良好,能够有效减少实地调研工作量,为各级河长监督整改河湖“四乱”问题提供技术支撑。

Research on telemetry monitoring technology for “unauthorized rivers and lakes occupation” phenomenon under river chief system

  Abstract: To serve “sweeping four unauthorizations” of rivers and lakes action and strengthen river chiefs’ management against on the problem of unauthorized occupation, this paper proposes the unauthorized occupation objects identification mechanism based on several methods such as comprehensive index, Gray Level Co-occurrence Matrix(GLCM) and Support Vector Machine(SVM) method, studying on two unauthorized occupation phenomena: land reclamation and pond aquaculture. Using high resolution remote sensing images, the spectral and texture features of unauthorizedly occupied targets are extracted by using index method and GLCM. By fusing spectral and texture features, SVM is used for supervising classification. Confusion matrix is output to analyze classification accuracy. Result shows that the method does well in unauthorizedly occupied targets identification of land reclamation and pond aquaculture. The method can effectively reduce the workload of field research and provide river chiefs technical support for supervision and remediation of the four unauthorizations problems.
