  摘要:人工巡察涉河建设项目耗时费力,难以满足日益增多的涉河建设项目频繁监察的应用需求。基于Python语言构建卫星遥感影像处理、专题制图、报告编制自动化处理流程。利用流程对2015年1月以来广东省西江流域内的43宗涉河建设项目进行跟踪监测及分析。针对重点涉河建设项目,采用无人机遥感技术构建三维模型,量测工程特征参数。选取典型涉河建设项目分别进行卫星、无人机遥感结果分析,结果表明利用卫星遥感多时相动态监测和无人机遥感高空间分辨率的特点,能高效实现对涉河建设项目的监测。卫星及无人机遥感技术在涉河建设项目监测中的应用效果显著,能够客观反映涉河建设项目进展情况,获取定量化信息,有助于提升水政监察的准确性、高效性、及时性和可靠性。

  Application of remote sensing technology in river-related construction project monitoring

  Abstract: It is a laborious and time-consuming work to inspect the river-related construction projects manually, which is difficult to meet the increasing application demands of frequent monitoring of the river-related construction projects. In this paper, the automatic running process, including satellite remote sensing image processing, thematic mapping and report preparation, is built based on Python language. The process has been used to track, monitor and analyze 43 river-related construction projects in Xijiang Basin of Guangdong Province since January 2015. With regard to the key river-related construction projects, the UAV(Unmanned Aerial Vehicle) remote sensing technology is used to construct 3D model and measure the engineering characteristic parameters. By selecting typical river-related construction project and analyzing remote monitoring data of satellite and UAV, results show that river-related construction projects monitoring can be effectively realized by using the characteristics of multi-temporal dynamic monitoring of satellite remote sensing and high spatial resolution of UAV remote sensing. It is effective by using satellite and UAV remote sensing technology in monitoring river-related construction projects, which can objectively reflect the progress of river-related construction projects, obtain quantitative information, and improve the accuracy, efficiency, timeliness and reliability of water administration supervision.
