  摘 要:为探究水闸工程信息化运行管理模式,进一步加强和规范水闸运行管理,动态掌握工程信息和安全状况,基于 B/S 结构和 J2EE 平台,按照用户层、应用层和支撑层三层体系架构设计,研发水闸工程基础信息数据库。基于备份与修复、安全与保障、移植与扩展等技术,实现全国范围内水闸工程网络注册登记、安全鉴定信息自动统计、报废注销信息网络备案等业务工作的高效运转,能够在指定区域内筛查与展示,支持重点工程监测监控接口,实现工程安全状况分析,通过信息版本控制机制可溯源数据库中各类信息历史记录,在时间尺度上形成闭合区间。数据库已在全国范围内广泛应用,在水利工程安全运行管理工作中发挥关键作用,有效提高水闸工程信息化管理水平和工作效率,切实发挥决策支持作用,为构建智慧水利体系提供支撑。

  Design and implementation of basic information database for national sluices management

  Abstract:In order to explore the information operation and management mode of sluices , further strengthen and standardize sluice operation and management, and dynamically master the engineering information and security status, a sluice engineering basic information database platform is designed and developed. Based on B/S structure and J2EE platform, the platform framework is designed with three layes, which are user layer, application layer and support layer. With technologies such as backup and repair, security and maintenance, transplantation and expansion, the database has realized the efficient operation of nationwide online registration of sluice engineering, automatic statistics of safety identification information, network record of deregistration information. It can screen and display various projects within selected areas, support key project monitoring interface, and realize the engineering safety situation analysis. Using information version control mechanism, it can trace back the history of all kinds of information in the database, which can form a closed interval on a time scale. The database has been widely implemented throughout the country. It plays a key role in the safe operation of the water conservancy project management. The database platform effectively improves the sluice engineering information management level and efficiency, supports decision-making, and provides support for developing a smart water system.
