  摘 要:为解决排水业务中面临的数据分散孤立、标准不一、不能共享,主管部门无法进行及时科学监管,“云上扬州”基础数据库缺失排水行业数据等问题,利用云平台、视频监控、城市排水模型等技术,经过实地调研,多方座谈,制定数据标准,采用互联网、专线、电子政务网混合组网的网络方案,汇聚泵站、污水厂在线数据及实验室检测数据,集成气象、水利、排水管线、CCTV检测结果、排水户等基础信息,开发1套智慧排水安全综合监管平台。平台具备接入多元异构数据、查询统计、水质管理、预报预警、模拟仿真、数据共享、应急处理、远程调度指挥等功能,为主管单位提供数据和功能支撑,实现监管体系标准化,从线下监管转变为线上监管,从人工监管转变为智慧监管,从各自为政的监管转变为跨地域协同联动的监管。

  Design and application of intelligent integrated supervision platform on drainage safety in Yangzhou

  Abstract: In order to solve the problems in drainage business, such as scattered and isolated data, inconsistent standards, data sharing barrier, inability of timely and professional supervision, and drainage industry data deficiency of “Yangzhou Cloud” database, an intelligent integrated supervision platform on drainage safety is developed by technologies such as cloud platform, video monitoring and urban drainage model. The platform applies hybrid networking including Internet, dedicated network line and e-government, which collects online and laboratory test data of pump stations and sewage plants, and integrates basic information such as climate, hydraulic structures, drainage pipelines, CCTV testing results, and consumers, based on field investigation, multi-stakeholder consultation and data standard development. The platform has the functions of accessing diverse and heterogeneous data, query and statistics, water quality management, prediction and early warning, simulation, data sharing, emergency response, remote regulation etc. It provides data and functional support for management authorities, which realizes standardization of supervision system. The application of this platform transforms offline supervision into online supervision, manual supervision into intelligent supervision, and independent supervision into collaborative cross-regional supervision.
