摘 要:长江流域水文气象信息服务体系涵盖水文气象信息收集、预报产品制作、信息管理及成果发布全流程。通过阐述体系的设计思想、总体框架、系统功能和应用实践,说明水文气象信息服务在防洪减灾、水工程调度、河流水质保护、水资源管理与保护方面的应用情况。信息服务体系以长江流域水库群信息共享平台、水情App和预报调度系统为基础进行融合与扩展,打通数据流转的各个环节,构建从服务产品制作到产品对外发布的流程体系,利用信息管理平台,实现对数据汇集、处理、分析和共享的统一管理,提高服务的及时性、针对性。信息服务体系在2020年长江流域大洪水中得到充分的应用实践,可为长江流域相关涉水部门的水旱灾害预报预警、水工程调度、水资源管理等业务,提供全面、专业、定制化的水文气象信息服务。

Design and practice of hydro-meteorological information service system in Yangtze River Basin

Abstract:The hydro-meteorological information service system of Yangtze River Basin covers the whole process of hydro-meteorological information collection, forecasting production, data management and results release. Through the introduction of the design idea, overall framework, system functions, its application in flood control and disaster relief, water engineering scheduling, river water quality protection, water resources management and protection is illustrated. By integrating the reservoirs information sharing platform, hydrological App and forecast & dispatching system in the Yangtze River Basin, the information service system is expanded, in order to share all links of data flow and construct a process system from service products production to products release. By using the information management platform, unified management of data collection, processing, analysis and sharing is realized, and the timelines and relevance of the services are improved. The system has been fully applied in the Yangtze River Basin Flood Control in 2020, and can provide comprehensive, professional and customized hydro-meteorological information services with regard to flood and drought disaster forecasting, water transfer scheduling and water resources management for water-related departments along the Yangtze River Basin.
